Unintentional Doping: How Negligence, Misguidance, and Policy Failure Destroy Pakistan’s Athletes
By: Sports Philanthropist, Shahid Ulhaq
Many talented and clean Pakistani athletes, including Nasser Iqbal, have seen their careers damaged or destroyed due to the absence of a clear national anti-doping policy, weak governance, lack of legal defense mechanisms, and institutional negligence. Nasser Iqbal was an emerging squash star and Pakistan’s strongest prospect, yet his future was darkened not because of proven wrongdoing, but because the system failed to protect him.
According to his own statement, Nasser consumed certain medicines on the advice of a doctor, without any intention to enhance performance. This squarely falls under the globally recognized concept of “Unintentional Doping in Sports,” which refers to cases where athletes unknowingly ingest prohibited substances. His second test was clear, raising serious concerns about inconsistencies between the test conducted in India and subsequent reports. However, due to the lack of expert legal representation, financial support, and strategic case handling, these critical points were never properly argued before WADA or the Court of Arbitration for Sport (CAS).
A major contributor to unintentional doping in Pakistan is the role of misguiding coaches, trainers, and mentors, who often assure athletes that the supplements and medicines being provided are “natural” and “safe”, claiming they do not fall under doping regulations. In many cases, product labels do not match the actual contents, and due to athletes’ innocence and lack of education, they unknowingly violate anti-doping rules. At the grassroots level, street gyms and self-proclaimed ‘experts’ are a core source of misinformation, actively contributing to this dangerous practice.
Another deeply concerning factor is the role of departmental athletes and coaches, who at times knowingly engage in doping to secure government jobs, win competitions, or gain promotions within departments. This deliberate involvement in doping not only damages the integrity of sports but also undermines transparency, destroys credibility, and deprives deserving clean athletes of their rightful opportunities.
The situation is further worsened by the lack of education and awareness. At both government and federation levels, anti-doping education is either minimal or non-existent. Athletes are rarely informed about which medicines or supplements may be harmful, making them vulnerable to unintentional violations. As a result, a promising athlete’s reputation, rising career, and peak performance years are irreversibly affected.
Policy Guidelines and Solutions (Aligned with WADA & Olympic Values)
To address these systemic failures, Pakistan urgently needs a comprehensive national anti-doping policy based on WADA principles, Olympic values of clean sport, fair play, and athlete safeguarding. Key recommendations include:
Joint National Policy Framework
The Drug Regulatory Authority / Drug Control Department and Pakistan Sports Board must jointly develop a unified policy aligned with international sports laws to curb the sale and misuse of performance-enhancing drugs (PEDs) in gyms and medical stores.
Regulation of Gyms & Supplement Markets
Strict monitoring, licensing, and inspections of gyms, trainers, and supplement sellers. Illegal or misleading products must be banned, with heavy penalties for violations.
Legal & Financial Protection for Athletes
Establish a national legal defense fund to support athletes facing unintentional doping cases at WADA or CAS, ensuring access to expert international sports lawyers.
Clear Accountability & Punishment System
Athletes and coaches found knowingly involved in doping should face strict sanctions.
Departmental athletes involved in doping should be dismissed from service, as their actions harm national credibility.
A transparent reward-and-punishment mechanism must be enforced.
Case-Based Policy Learning
Conduct an independent, in-depth review of the Nasser Iqbal case to develop a standard policy for financial, legal, and moral support for clean athletes, ensuring no future talent is abandoned.
Learning from Weightlifting Doping Scandals
Pakistan must draw serious lessons from international bans in weightlifting, where not only athletes but federations were suspended, damaging the country’s global reputation.
Mandatory Anti-Doping Education
Maximum investment in anti-doping education.
WADA materials and online courses must be mandatory for all athletes and coaches.
All educational content should be available in Urdu and regularly updated.
Without these reforms, Pakistan will continue to lose not only athletes but also its sporting credibility, integrity, and international standing. Protecting clean athletes is not a favor—it is a state responsibility.
