 کھیل، اخلاقیات اور ہمارا زوال: عالمی ’فیئر پلے ڈے‘ اور پاکستان کا المیہ

کھیلوں کی دنیا میں اخلاقیات، برابری اور شفافیت کو فروغ دینے کے لیے اقوامِ متحدہ نے 19 مئی کو "ورلڈ فیئر پلے ڈے" (عالمی یومِ انصاف برائے کھیل) کے طور پر اپنے کیلنڈر کا حصہ بنایا ہے۔ یہ دن صرف ایک رسمی تقریب نہیں، بلکہ کھیل کے میدانوں کو نفرت، تعصب اور ممنوعہ ادویات سے پاک کر کے برابری، اخلاقی طرزِ عمل، دوستی، یکجہتی اور باہمی احترام کو فروغ دینے کا ایک عالمی عہد ہے۔ سال 2026 میں بھی دنیا بھر میں اس دن کو بھرپور انداز میں منایا گیا، جہاں بین الاقوامی سطح پر 'انٹرنیشنل فیئر پلے کمیٹی' نے نامور اولمپئنز کو شامل کر کے اپنے دائرہ کار کو وسعت دی، برسلز میں یورپی اسپورٹس رہنماؤں نے سر جوڑے، اور یہاں تک کہ پاکستان کی نچلی سطح کی چند کھیلوں کی برادریوں نے پیس سرکلز کے ذریعے اس کی اہمیت کو اجاگر کیا۔ لیکن بدقسمتی سے، پاکستان کا مجموعی کھیل کا منظرنامہ، ہماری فیڈریشنز اور اولمپک ایسوسی ایشن اس روشن تصویر سے بالکل اوجھل اور مجرمانہ حد تک غافل نظر آئے۔
جب ہم اپنے پڑوس پر نظر ڈالتے ہیں تو احساسِ زیاں مزید گہرا ہو جاتا ہے۔ بھارت نے اس دن کو محض ایک تاریخ کے طور پر نہیں گزارا، بلکہ یونیسکو کے تعاون سے ایک باقاعدہ اور باوقار بین الاقوامی سمپوزیم منعقد کر کے دنیا کو دکھایا کہ وہ اخلاقی قدروں کی کتنی پاسداری کرتا ہے۔ اس اہم ترین پروگرام کے روحِ رواں اور ڈاکٹر بی آر امبیڈکر فاؤنڈیشن کے منتظمِ اعلیٰ نیرج کمار نے اس موقع پر دنیا کو یہ واضح پیغام دیا کہ کھیلوں میں اصل ہم آہنگی اور احترام کی بنیاد صرف اور صرف 'فیئر پلے' پر ہی قائم کی جا سکتی ہے۔ اس سنجیدہ کوشش سے انہوں نے نہ صرف اپنے کھلاڑیوں کے بین الاقوامی معیار کو بلند کرنے کا عزم ظاہر کیا بلکہ عالمی سطح پر اپنے ملک کا ایک مثبت چہرہ بھی پیش کیا۔
اس کے برعکس، پاکستان میں صورتحال اس کے بالکل برعکس اور انتہائی افسوسناک ہے۔ پاکستان اولمپک ایسوسی ایشن پر یہ سنگین الزام ہے کہ وہ کھیلوں کے ڈرگ مافیا اور سزا یافتہ افراد کی پشت پناہی کر رہی ہے۔ بین الاقوامی کورٹ آف آربرٹریشن فار اسپورٹس سے سزا یافتہ حافظ عمران بٹ اور ان کے پیروکاروں کا ویٹ لفٹنگ جیسے کھیل میں اب تک اثر و رسوخ قائم رہنا ہمارے پورے کھیلوں کے نظام پر ایک بڑا سوالیہ نشان ہے۔ حکومتی ذمہ داران کی حالت یہ ہے کہ وہ سواۓ روایتی خط و کتابت کے کچھ کرنے سے قاصر ہیں اور ملک کی بدنامی کا باعث بننے والے ان عناصر کو کھیلوں ہی کی بنیاد پر ملنے والی سرکاری نوکریوں سے فارغ تک نہیں کروا سکے۔ اگر ہم نے اب بھی اپنے کھیلوں کو اس ڈرگ مافیا اور کرپشن سے پاک نہ کیا، تو وہ دن دور نہیں جب عالمی سطح پر ہماری رہی سہی ساکھ بھی مٹی میں مل جائے گی۔
اس مایوس کن صورتحال کو تبدیل کرنے اور پاکستان میں کھیلوں کے میدانوں کو دوبارہ پاک و شفاف بنانے کے لیے میں حکومت، کھیلوں کی وزارت اور متعلقہ اداروں کے سامنے چند ناگزیر تجاویز پیش کرنا چاہتا ہوں۔ سب سے پہلے، بین الاقوامی اسپورٹس کورٹس یا عالمی اینٹی ڈوپنگ اداروں سے سزا یافتہ تمام عہدیداران اور کھلاڑیوں پر فوری اور مستقل پابندی عائد کی جانی چاہیے۔ دوسرے قدم کے طور پر، ملک کی بدنامی کا باعث بننے والے ایسے تمام کرپٹ اور ڈوپنگ میں ملوث افراد کو کھیلوں کے کوٹے پر ملنے والی تمام سرکاری ملازمتوں سے فوری طور پر برطرف کیا جائے۔
اس کے ساتھ ہی، وزارتِ کھیل کے تحت ایک خود مختار اور بااختیار 'قومی فیئر پلے سیل' قائم کیا جائے جو براہِ راست بین الاقوامی اداروں کے ساتھ مل کر کام کرے۔ نوجوان نسل کی اخلاقی تربیت کے لیے اسکول اور کالج کی سطح پر کھیلوں کے نصاب میں سپورٹس ایتھکس اور اینٹی ڈوپنگ کے موضوعات کو لازمی شامل کیا جانا چاہیے۔ آخر میں، حکومت کو چاہیے کہ وہ ہر سال 19 مئی کو سرکاری سرپرستی میں ورلڈ فیئر پلے ڈے منائے اور یونیسکو جیسے عالمی اداروں کے ساتھ مل کر سیمینارز منعقد کرے تاکہ ہمارے کھلاڑیوں اور عوام میں انصاف اور سچائی کا یہ شعور برسرِعام لایا جا سکے۔

To promote ethics, equality, and transparency in the world of sports, the United Nations officially included May 19 as "World Fair Play Day" on its calendar. This day is not merely a ritualistic event, but a global commitment to cleansing sports arenas of hatred, prejudice, and performance-enhancing drugs, while fostering equality, ethical conduct, friendship, solidarity, and mutual respect. In 2026, this day was celebrated passionately across the globe. Internationally, the International Fair Play Committee expanded its reach by inducting renowned Olympians into its council, European sports leaders gathered in Brussels, and even grassroots sporting communities in Pakistan held "Peace Circles" to highlight its significance. Unfortunately, Pakistan's overall sports landscape, our federations, and the Olympic Association remained entirely detached and criminally oblivious to this inspiring global movement.

When we look at our neighborhood, the sense of deprivation deepens. India did not treat this day as just another date on the calendar. Instead, they collaborated with UNESCO to host a prestigious international symposium, demonstrating to the world how deeply they value these ethical ideals. Neeraj Kumar, the driving force behind this critical initiative and the chief organizer of the Dr. B.R. Ambedkar Foundation, delivered a clear message to the world: true harmony and respect in sports can only be established on the foundation of 'Fair Play.' Through this serious effort, they not only displayed a commitment to elevating their athletes to international standards but also projected a positive national image globally.

Conversely, the situation in Pakistan is entirely contrasting and deeply tragic. The Pakistan Olympic Association faces grave allegations of allegedly backing a sports drug mafia and convicted individuals. The continued influence of Hafiz Imran Butt and his followers—who stand convicted by the International Court of Arbitration for Sport (CAS)—within sports like weightlifting remains a massive question mark over our entire sports governance. Government authorities seem capable of nothing beyond routine paperwork and correspondence. They have failed to even dismiss these individuals from government jobs that were originally granted to them on the basis of sports, despite the immense shame they brought to the country. If we do not cleanse our sports of this drug mafia and corruption now, the day is not far when our remaining credibility on the global stage will be completely destroyed.

To transform this bleak reality and restore purity and transparency to Pakistan's sports arenas, I present several urgent proposals to the government, the Ministry of Sports, and the relevant authorities. First, an immediate and lifetime ban must be imposed on all officials and athletes convicted by international sports courts or global anti-doping bodies. Second, any corrupt or doping-tainted individuals who have caused national disgrace must be summarily dismissed from all government employment obtained through sports quotas.

Furthermore, an independent and empowered 'National Fair Play Cell' should be established under the Ministry of Sports to work directly with international oversight bodies. To morally educate the younger generation, sports ethics and anti-doping awareness must be integrated as mandatory subjects in school and college curricula. Finally, the government must officially patronize World Fair Play Day every May 19 by organizing seminars in partnership with global organizations like UNESCO. This is vital to publicly championing the core values of justice and truth among our athletes and citizens.

 ہاکی میں ایڈہاک تجربہ — کہیں یہ پاکستان کے لیے نیا بحران تو نہیں؟

کھیل کبھی قسمت نہیں کھیلتی، مگر کبھی کبھی انسان کھیل جاتے ہیں۔ اسی لیے ضروری ہے کہ ہم صرف وہ نہ دیکھیں جو ہمیں دکھایا جا رہا ہے بلکہ اس پر بھی نظر رکھیں جو چھپایا جا رہا ہے۔ پاکستان ہاکی کے حالیہ حالات بھی کچھ ایسے ہی سوالات کو جنم دے رہے ہیں جہاں اصل بحث میدان کے کھیل سے زیادہ انتظامی فیصلوں کے گرد گھوم رہی ہے۔

اس بار ہاکی میں جو صورتحال سامنے آئی ہے وہ ماضی سے کچھ مختلف ہے۔ ہم برسوں سے ایڈہاک کمیٹیوں کی بات سنتے آئے ہیں، مگر اس مرتبہ ایک ایسا نظام سامنے آیا ہے جسے بہت سے لوگ عملی طور پر ایڈہاک فیڈریشن قرار دے رہے ہیں۔ کچھ حلقے اس فیصلے پر خوش ہیں اور اسے فوری اصلاحات کا راستہ سمجھ رہے ہیں، مگر کھیلوں کی دنیا میں ہر فیصلہ صرف داخلی نہیں ہوتا بلکہ اس کے بین الاقوامی اثرات بھی ہوتے ہیں۔

یہاں ایک بنیادی حقیقت کو سمجھنا ضروری ہے۔ International Olympic Committee کے اولمپک چارٹر میں کھیلوں کی تنظیموں کی خودمختاری کو بنیادی اصول قرار دیا گیا ہے۔ اس چارٹر کے مطابق اولمپک موومنٹ سے وابستہ فیڈریشنز اور اداروں کو سیاسی مداخلت سے آزاد ہونا چاہیے۔
اولمپک چارٹر کے Fundamental Principle 5 کے مطابق کھیلوں کی تنظیموں کو یہ حق حاصل ہے کہ وہ اپنی گورننس، قوانین اور انتخابات خود طے کریں اور کسی بیرونی سیاسی دباؤ کے بغیر اپنا نظام چلائیں۔ اسی طرح Rule 27.6 کے تحت قومی اولمپک کمیٹیوں پر یہ ذمہ داری عائد ہوتی ہے کہ وہ ہر قسم کے سیاسی، قانونی یا معاشی دباؤ کے خلاف اپنی خودمختاری کا تحفظ کریں۔

اولمپک موومنٹ کی پالیسی یہ بھی رہی ہے کہ اگر کسی حکومت کی جانب سے کسی کھیل کی فیڈریشن کو معطل کر کے اس کی جگہ عارضی یا ایڈہاک ادارہ قائم کیا جائے تو بین الاقوامی سطح پر ایسے اداروں کو تسلیم نہیں کیا جاتا۔ ماضی میں کئی ممالک کو اس قسم کی مداخلت کے نتیجے میں پابندیوں کا سامنا کرنا پڑا اور ان کے کھلاڑی عالمی مقابلوں میں اپنے قومی پرچم کے تحت شرکت سے محروم بھی ہوئے۔

پاکستان کے لیے یہ مسئلہ محض نظری نہیں بلکہ ایک عملی مثال بھی ہمارے سامنے موجود ہے۔ چند برس پہلے Pakistan Sports Board کے اس وقت کے ڈائریکٹر جنرل نے Pakistan Anti-Doping Organization کا سربراہ خود بننے کا فیصلہ کیا۔ یہ اقدام بین الاقوامی اینٹی ڈوپنگ نظام کے اصولوں کے خلاف سمجھا گیا کیونکہ عالمی قوانین کے مطابق اینٹی ڈوپنگ اداروں کو حکومتی کنٹرول سے آزاد ہونا چاہیے۔ نتیجہ یہ نکلا کہ پاکستان کو World Anti-Doping Agency کی واچ لسٹ میں شامل کیا گیا اور ایشیائی اینٹی ڈوپنگ فورمز میں بھی پاکستان کو مشکلات اور معطلی جیسے اقدامات کا سامنا کرنا پڑا۔

یہ مثال اس بات کی واضح یاد دہانی ہے کہ بین الاقوامی کھیلوں کے قوانین کی خلاف ورزی کے اثرات صرف کاغذی نہیں ہوتے بلکہ اس کے نتیجے میں پورا ملک مشکلات میں آ سکتا ہے۔ یہی وجہ ہے کہ اگر ہاکی میں بھی کسی ایسے انتظامی ماڈل کو اپنایا جاتا ہے جو عالمی قوانین سے متصادم سمجھا جائے تو خدشہ موجود ہے کہ پاکستان ہاکی کو بھی بین الاقوامی مقابلوں میں شرکت کے حوالے سے مشکلات پیش آ سکتی ہیں۔

یہاں یہ بھی یاد رکھنا ضروری ہے کہ پاکستان میں صرف ہاکی ہی مسائل کا شکار نہیں۔ والی بال ٹیم پہلی مرتبہ اپنی محنت سے جونیئر ورلڈ کپ کے لیے کوالیفائی کرتی ہے مگر اعلان شدہ کیش انعامات ابھی تک ادا نہیں ہو سکے۔ ویٹ لفٹنگ فیڈریشن کئی سالوں سے ایڈہاک انتظام پر چل رہی ہے اور انتخابات کا معاملہ التوا میں ہے۔ باکسنگ، ایتھلیٹکس، سائیکلنگ، باڈی بلڈنگ اور بیڈمنٹن سمیت کئی کھیل ایسے ہیں جن کے معاملات بھی برسوں سے حل طلب ہیں۔

اسی دوران ایک اور تشویشناک بحث بھی سامنے آئی ہے کہ ہاکی کے کچھ لیگ میچز جان بوجھ کر ہارے گئے۔ اگر اس میں کوئی حقیقت ہے تو یہ کھیل اور ملک دونوں کے ساتھ سنگین زیادتی ہوگی اور اس کی فوری اور شفاف تحقیقات ہونی چاہئیں۔

دلچسپ بات یہ ہے کہ تمام تر مسائل کے باوجود قومی ہاکی ٹیم کی حالیہ کارکردگی نسبتاً بہتر رہی ہے اور کپتان کا بیان بھی سامنے آیا ہے کہ مسائل حل ہونے کے بعد ٹیم آئندہ لیگ میچوں میں بیلجیئم، اسپین اور انگلینڈ جیسی ٹیموں کو شکست دے کر دکھائے گی۔ یہ ایک مثبت اشارہ ضرور ہے، مگر اس کے ساتھ یہ سوال بھی پیدا ہوتا ہے کہ اگر صلاحیت موجود ہے تو پھر ماضی میں نتائج کیوں مختلف تھے۔

وانی صاحب اس وقت ایک اہم ذمہ داری کے منصب پر ہیں اور ان کے پاس صرف ہاکی نہیں بلکہ پاکستان کے تمام کھیلوں کی نگرانی کی ذمہ داری بھی ہے۔ اس لیے یہ ضروری ہے کہ ہاکی کے مسئلے کو فوری حل کرنے کے ساتھ ساتھ اس کے بین الاقوامی قانونی پہلوؤں کو بھی مدنظر رکھا جائے۔ سب سے بہتر راستہ یہی ہو سکتا ہے کہ ہاکی فیڈریشن کی مکمل اسکرونٹی اور احتساب کے بعد شفاف اور جمہوری انتخابات کے ذریعے ایک بااختیار اور عالمی سطح پر تسلیم شدہ فیڈریشن قائم کی جائے۔

پاکستان ہاکی کے لیے اصل ضرورت وقتی انتظام نہیں بلکہ مضبوط ادارہ جاتی نظام ہے۔ کیونکہ کھیل میدان میں جیتے جاتے ہیں، مگر ان کی بنیاد ہمیشہ قانون، اداروں کی خودمختاری اور شفاف گورننس پر رکھی جاتی ہے۔ اگر یہ اصول نظر انداز کر دیے جائیں تو خطرہ صرف ہاکی کے مستقبل کو نہیں بلکہ پاکستان کے بین الاقوامی کھیلوں کے مقام کو بھی لاحق ہو سکتا ہے۔

The Ad-hoc Experiment in Hockey — Could This Become a New Crisis for Pakistan?

Sports do not always play with fate; sometimes people play with sports themselves. That is why it is important not only to see what is being shown but also to observe what is being hidden. The recent developments in Pakistan hockey raise similar questions where the debate appears to be less about performance on the field and more about decisions taken outside it.

The current situation in hockey is somewhat different from the past. We have heard about ad-hoc committees for many years, but this time the arrangement appears to resemble what many observers are calling an ad-hoc federation. Some circles are pleased with this decision and view it as a quick way to introduce reforms. However, decisions in sports are rarely purely domestic; they often carry international implications.

At this point it is important to understand a fundamental principle. The International Olympic Committee clearly emphasizes the autonomy of sports organizations in its Olympic Charter. According to the Charter, organizations within the Olympic Movement must remain free from political interference.
Fundamental Principle 5 of the Olympic Charter states that sports organizations have the right to establish their own governance, rules, and electoral processes without external influence. Furthermore, Rule 27.6 requires National Olympic Committees to preserve their autonomy and resist all forms of political, legal, or economic pressure.

Historically, the Olympic Movement has also made it clear that if a government suspends a sports federation and replaces it with an interim or ad-hoc body, such a body is usually not recognized internationally. In several countries, similar actions have resulted in suspensions, preventing athletes from competing under their national flag in international competitions.

For Pakistan, this is not merely a theoretical concern. A practical example already exists. A few years ago, the Director General of the Pakistan Sports Board assumed the position of head of the Pakistan Anti-Doping Organization. This step was widely viewed as a violation of international anti-doping governance principles, which require independence from government control. As a result, Pakistan was placed under scrutiny by the World Anti-Doping Agency and faced complications within Asian anti-doping bodies.

This example serves as a reminder that violations of international sports governance principles can have serious consequences for an entire country. If a similar governance model in hockey is perceived as conflicting with international rules, there is a real possibility that Pakistan hockey could face difficulties in international participation.

It should also be remembered that hockey is not the only sport facing challenges in Pakistan. The national volleyball team recently qualified for the Junior World Cup for the first time through sheer merit, yet the promised cash rewards have still not been delivered. Weightlifting has been operating under an ad-hoc arrangement for years without elections. Boxing, athletics, cycling, bodybuilding, and badminton are also facing governance issues that remain unresolved.

Meanwhile, another troubling discussion has emerged — allegations that certain league matches were deliberately lost. If there is any truth in such claims, it would represent a serious betrayal not only of the sport but also of the nation, and it must be investigated transparently.

Interestingly, despite these challenges, the national hockey team has shown relatively improved performance, and the captain has stated that once the issues are resolved, the team will defeat strong sides like Belgium, Spain, and England in future league matches. This is certainly encouraging, but it also raises a question: if the talent exists, why were the results previously different?

Mr. Wani currently holds a significant administrative responsibility that extends beyond hockey to all sports in Pakistan. Therefore, while addressing the issues in hockey, it is equally important to consider the international legal implications. The most appropriate course of action would be to conduct a thorough scrutiny and accountability process and then establish a legitimate federation through transparent democratic elections.

For Pakistan hockey, the real need is not temporary arrangements but a strong institutional framework. Sports are won on the field, but their foundations are built on law, institutional autonomy, and transparent governance. Ignoring these principles could put not only the future of hockey at risk but also Pakistan’s standing in international sport.
