The initiator of the Olympic Games Baron, once said,” It’s not the
winning but the struggle.” No doubt about it, the beauty of the game is in fair
competition, if both of the sides playing fair game. Unfortunately, after
election of POA Pakistani sport is in its worst time. Pakistani sport is under
threat of sporting terrorists, who wanted to win by using any means to stay in
their dirty politics. It is disgraceful act of some senior officials of sport
in Pakistan spoiling the true values of Olympic and integrity of sport. They
did not learnt by past and no any sympathy to the future of athletes, who sweat
to raise the green flag high. They are only concern to have joyful and
luxurious outings of international events. The integrity of sports is
extensively bargained by officials who play politics, their main concern are
commercialism over love of the game and allow cheating through doping,
selection of talented athletes and manipulation of rules. They influence to
develop parallel association and sporting bodies. They misuse their powers by
developing pressure on poor and true officials and athletes by transferring or
removing from job. They do not value the UN resolution “access to sport is
fundamental right for all”. Don’t forget, it is athletes, who will give the
final result to win the sporting values or the championship.
The first attack on sports was beginning with the terrorist incident on
Sri Lankan Cricket team in 2009. It was outbreak on harmony of love and Peace
that drain the true values of sport and humanity. This incident was the worst
example of international stealthy agencies that damage the sport field instead
of fostering the Olympic sprit and UN charter. This incident stopped the international
sporting activates in Pakistan but no commission from government or POA side
was created to rejuvenate the sporting sprit of Pakistan. The only Pakistan
Boxing Federation tried to organize the international events in Karachi 2010
and in Islamabad 2011. Amir Khan World Boxing Champion in Light heavy weight
also collaborated to create excitement for the rest of the world that reflected
the positive image of Pakistan but no involvement from Government or POA was
seen that may add more.
Second main reason to destroy sport in Pakistan is evolving parallel
bodies to increase vote bank. The politician, civil servants and retired army
officers, who did not play any game in their entire life, use unfair means to
force honest sport personalities to vote them in elections of the federation
and POA. I am not telling that the
people from the Army or politics or any other field are not good for sport but
if they wanted to work for sport should have courage and sincerity like Air
Martial Noor Khan. Intervention of
parallel bodies should not be cheered by any group of POA as president Arif did
by recommending bogus body of Pakistan Boxing federation.
Doping is another fast growing infection to pamper the true values of
sport. Bodybuilding, weightlifting and powerlifting are the most effected sport
due to commercialism in gyms and health clubs. Unqualified and non professional
trainers and coaches use performance enhancing drugs to cheat the rule of the
games. Lack of funding and equipment for Anti-Doping Agency of Pakistan (ADOP)
is the main disaster to check doping in all competitions but ADOP is trying to
send sample of international events participations. Last year, seven athletes were banned for doping offences which was one
of the biggest numbers in the history of Pakistan. ADOP is trying to have
strict observation and educate many teams and coaches by providing knowledge of
fair play. Certified trainers and coaches should be encouraged to appoint in the
private gyms and sporting clubs.
Knowledge of banned substances and WADA rules for athletes and coaches
will diminish the doping.
Corruption, bribery, betting and human trafficking are the most dangerous
and alarming for the Pakistani sport. The quick action and legislation is very
important to halt this kind of activities. Human trafficking through foreign
sporting events is a very common practice of high officials of POA, Federations
and PSB. The people, who involved in transferring illegal and non sporty people
in Pakistani contingent of different sport, are badly damaging the image of
Pakistan. They are strongly involved in taking bribe to select bogus athletes
for international tours. Mutually, Both Sports Federations and Pakistan Sports
Board badly involve in corruption by developing illegally, non productive
activities, constructing sports arenas and funding for sport by non
professional. The attention of
participants will be drawn to the increasing evidence showing that this
phenomenon is becoming endemic to many sporting competitions and that its scope
requires an urgent response. Spot fixing and match fixing is not a new for us,
it is practiced not only in cricket but also in boxing, squash, volleyball and
hockey.
The many different stakeholders are mobilized at both the national
levels. Sport Ministry plays a leading role in driving this effort together
with the sports movement, standard setting bodies, the police, as well as the
Interim Committee (POA) itself.
Sexual harassment and discrimination is another issue that damages the
integrity of sport. Sexually abused boys and girls regularly forced by criminal
blackmailers to attain their dirty goals. Sexual harassment and abuse are forms
of sex discrimination. They include unwanted, groomed or forced involvement in
sexual behavior, from use of offensive stereotypes based on your gender (gender
harassment to sexual jokes, threats, intimidation, approaches or actions of a
sexual nature In settings where your
rights are not acknowledged, or where you are not valued as an individual, it
is more likely that sexual harassment and abuse will happen
The orders by Supreme Court and
Punjab High Court are wrongly interpreted to satisfy related group. The
officials that directly influenced by sports Policy are not ready to accept Law
of the land after their non productive eight years in federations. Young and
educated sportsmen and women should be encouraged to get chance to handle
future of Pakistani sport. Sports policy will have to adopt and improved
accordingly.
A new Integrity of Sport Unit (ISU) will be established to help stamp
out all the evils in sport and protect the integrity of sport. The new unit
will monitor and coordinate the implementation of the national sport policy and
support Pakistani sporting federations for fair paly. Sport plays a central
role to build positive image of Pakistan and new unit will ensure that everyone
involve in sport can have access to paly and enjoy the sport as fundamental
right. All groups should unite and work together has confidence in sporting
codes. All federations, Provincial sports boards and district sport will form
internal unit and send the representative to establish ISU at national level. Integrity
of sport unit will strengthen relationship among all stakeholders and develop Cooperation
between local units to effectively combat all the problems in Pakistani sport.
ISU will ensure the system of monitoring and reporting of any activity of players
and officials. Develop awareness programs at different events to reduce evil and
reinforce the integrity of sport. ISU will also develop and get assistance from
international organizations like International Olympic Committee (IOC), World
Anti Doping Agency (WADA), to avoid conflict in future. Continued research will
help us in establishing the best policy for Pakistani sport and establish the
UN convention “access to sport is fundamental right for all”.

جب اولمپک گیمز کے بانی بیرن پیئر ڈی کوبرٹن نے کہا تھا:
“جیت اہم نہیں، اصل بات جدوجہد اور شرکت کی ہے”،
تو وہ صرف کھیل نہیں، بلکہ دیانت، مساوات، اور محنت کی اقدار کی بنیاد رکھ رہے تھے۔
لیکن آج پاکستان میں کھیل ان تمام اقدار سے محروم ہوچکے ہیں۔ دیانت کی جگہ سیاست، میرٹ کی جگہ سفارش، اور اولمپک روح کی جگہ ذاتی مفادات نے لے لی ہے۔
پاکستان اولمپک ایسوسی ایشن (POA) کے حالیہ انتخابات کے بعد ملک میں کھیلوں کا منظر نامہ بدترین سطح پر پہنچ چکا ہے۔ نام نہاد "کھیلوں کے دہشت گرد" ان اداروں پر قابض ہو چکے ہیں جن کا کام نوجوانوں کو ترقی دینا تھا۔ ان کا مقصد کھلاڑی کی تربیت نہیں، بلکہ غیر ملکی دورے، پروٹوکول اور ذاتی شہرت ہے۔
جیت کے بجائے دھوکہ دہی کا کلچر
پاکستانی کھیلوں میں کرپشن، سفارش، اور دھاندلی اب معمول بن چکے ہیں۔ باصلاحیت کھلاڑیوں کو نظرانداز کر کے اپنے چہیتوں کو بھیجا جاتا ہے۔ ڈوپنگ (نشہ آور دوا کا استعمال) کو نظر انداز کیا جاتا ہے۔ غیر قانونی اور جعلی کھیلوں کی فیڈریشنز بنائی جاتی ہیں تاکہ ووٹ بینک مضبوط کیا جا سکے۔
یہی لوگ کھیلوں کے بنیادی اصولوں کی تذلیل کرتے ہیں، اور اقوام متحدہ کے اس اصول کی خلاف ورزی کرتے ہیں جس کے مطابق "کھیلوں تک رسائی ہر انسان کا بنیادی حق ہے"۔ ان کی نظر میں صرف طاقت، پیسہ، اور اختیارات اہم ہیں۔
2009 کا حملہ — ایک بیداری کی صدا جو نظرانداز ہوئی
2009 میں سری لنکن کرکٹ ٹیم پر حملہ صرف دہشت گردی نہیں تھا، بلکہ پاکستان کی کھیلوں کی روح پر کاری ضرب تھی۔ یہ وقت تھا کہ قومی سطح پر ریفارمز کی جاتیں، اداروں کی ساخت بدلی جاتی، اور کھیلوں کو نیا جذبہ دیا جاتا۔ لیکن نہ حکومت نے کوئی کمیشن بنایا اور نہ ہی POA نے کوئی قدم اٹھایا۔
اس وقت صرف پاکستان باکسنگ فیڈریشن نے ہمت دکھائی، جب اس نے 2010 اور 2011 میں انٹرنیشنل ایونٹس کروائے۔ عامر خان جیسے عالمی چیمپئن نے بھی تعاون کیا، لیکن افسوس کہ حکومت اور POA نے اس کا ساتھ نہیں دیا۔
متوازی فیڈریشنز — کھیلوں کے نظام کا ناسور
فیڈریشنز کے ساتھ مداخلت کا سب سے خطرناک رجحان یہ ہے کہ ووٹ حاصل کرنے کے لیے متوازی (Parallel) ادارے بنائے جا رہے ہیں۔ سیاستدان، بیوروکریٹس اور ریٹائرڈ فوجی افسران — جنہوں نے کبھی کوئی کھیل نہیں کھیلا — آج کھیلوں کی فیڈریشنز کے سربراہ بنے ہوئے ہیں۔ وہ ایماندار عہدیداروں پر دباؤ ڈال کر ووٹ لیتے ہیں یا انہیں عہدوں سے ہٹا دیتے ہیں۔
اگر سیاست یا فوج کے افراد کھیلوں میں دلچسپی رکھتے ہیں تو ان کا جذبہ ائیر مارشل نور خان جیسا ہونا چاہیے، نہ کہ اختیارات کا بھوکا۔
POA کے صدر لیفٹیننٹ جنرل (ر) عارف حسن نے بھی جعلی باکسنگ فیڈریشن کی حمایت کر کے نظام کو مزید تباہ کیا۔
ڈوپنگ — کھیلوں کا بدنما داغ
ڈوپنگ (نشہ آور دواؤں کا استعمال) آج ایک سنجیدہ مسئلہ بن چکا ہے، خاص طور پر باڈی بلڈنگ، ویٹ لفٹنگ، اور پاور لفٹنگ میں۔ بغیر تربیت یافتہ کوچز اور ٹرینرز تجارتی مقاصد کے لیے نوجوانوں کو غلط راستہ دکھا رہے ہیں۔
پاکستان کی اینٹی ڈوپنگ آرگنائزیشن (ADOP) کے پاس نہ فنڈز ہیں، نہ سہولیات، پھر بھی پچھلے سال سات کھلاڑیوں پر پابندی لگی — جو ملکی تاریخ میں بدترین ریکارڈ ہے۔ ہمیں کھلاڑیوں کو WADA کے قوانین سے آگاہ کرنا ہوگا اور مستند کوچز کو پروموٹ کرنا ہوگا۔
کرپشن، بیٹنگ اور ہیومن ٹریفکنگ — خطرناک حقیقتیں
غیر ملکی کھیلوں کے نام پر انسانی اسمگلنگ، جعلی کھلاڑیوں کی سلیکشن، اور رشوت لینا آج کل کھیلوں کے اداروں کا عام چلن بن چکا ہے۔ کھیلوں کے افسران اور PSB کے اعلیٰ حکام غیر قانونی سرگرمیوں میں ملوث ہیں، فنڈز کا غلط استعمال، جعلی منصوبے، اور جھوٹے کھلاڑیوں کا انتخاب ان کے جرائم میں شامل ہیں۔
اسپاٹ فکسنگ اور میچ فکسنگ صرف کرکٹ تک محدود نہیں، یہ باکسنگ، اسکواش، ہاکی اور والی بال تک پھیل چکی ہے۔
جنسی ہراسانی — ایک خاموش خطرہ
جنسی ہراسانی اور بدسلوکی پاکستان کے کھیلوں میں ایک گہری جڑ بن چکی ہے۔ نوجوان لڑکوں اور لڑکیوں کو بلیک میل کر کے جنسی مقاصد کے لیے استعمال کیا جاتا ہے۔ خوف، خاموشی، اور قانونی تحفظ کی کمی اس مسئلے کو مزید بڑھا رہی ہے۔
قانونی فیصلوں کی غلط تشریح
سپریم کورٹ اور ہائی کورٹ کے فیصلوں کو غلط انداز میں استعمال کیا جا رہا ہے تاکہ سابقہ غیر فعال عہدیدار اپنے عہدے پر برقرار رہیں۔ ایسے لوگ آٹھ سال تک کچھ نہ کرنے کے باوجود عہدے چھوڑنے کو تیار نہیں۔
اب وقت ہے کہ نوجوان، تعلیم یافتہ اور دیانتدار کھلاڑیوں کو کھیلوں کے نظام میں جگہ دی جائے۔
حل کیا ہے؟ Integrity of Sports Unit (ISU)
ایک نئے ادارے "انٹیگریٹی آف اسپورٹس یونٹ (ISU)" کے قیام کی فوری ضرورت ہے جو پورے ملک میں کھیلوں کی نگرانی کرے، بدعنوانی روکے، اور شفافیت قائم کرے۔
یہ یونٹ قومی کھیلوں کی پالیسی پر عملدرآمد کو یقینی بنائے گا، ڈوپنگ، کرپشن، اور جنسی ہراسانی جیسے مسائل پر ایکشن لے گا، اور تمام ضلعی، صوبائی، اور قومی سطح کے اداروں کے ساتھ تعاون کرے گا۔
ہمیں IOC اور WADA جیسے بین الاقوامی اداروں سے معاونت حاصل کرنی ہوگی۔ عوام میں آگاہی پھیلانا ہوگی، کوچز اور کھلاڑیوں کی تربیت کرنی ہوگی، اور سچ بولنے والوں کو تحفظ دینا ہوگا۔
کھیل طاقتوروں کا نہیں، ہر پاکستانی کا حق ہے۔
اب فیصلہ عوام، کھلاڑیوں، میڈیا اور ایماندار افسران کو کرنا ہے کہ وہ خاموش تماشائی بنے رہیں یا کھیل کو بچانے کے لیے کھڑے ہوں۔
