 Safety Before Glory – The First Responsibility of Sports Federations

Beyond medals, trophies, and records, the very foundation of sports lies in the safety and protection of those who participate. Athletes are not just performers in arenas; they are human beings who dedicate their lives to their craft, entertaining fans and raising the honor of their nations. When their safety is compromised, the credibility of any competition collapses.


The recent CMAS Freediving World Championships in Mytikas, Greece highlighted this truth in the most alarming way. Russian freediver Andrey Matveenko suffered a severe medical episode after a deep dive attempt. The absence of proper medical facilities on-site, the delay in accessing a hyperbaric chamber, and the silence of CMAS officials not only endangered his life but also shook athletes’ trust in the system. Many top athletes, in protest, withdrew from the competition—sending a powerful message: No medal is worth risking life without adequate safeguards.


This was not an isolated incident. In fact, history across sports provides painful reminders:


In boxing, South Korean fighter Kim Duk-koo tragically died after his 1982 bout with Ray Mancini. His death led to reforms, including shortening championship fights from 15 to 12 rounds and stricter medical supervision.


In mixed martial arts (MMA), numerous fighters have faced life-threatening brain injuries due to delayed medical attention. The case of Joao Carvalho, who died after a 2016 fight in Dublin, forced Irish regulators to reassess protocols.


Even in sports like wrestling and weightlifting, athletes have collapsed due to overexertion, dehydration, or doping-related complications—yet often without immediate medical intervention.


Here I would also like to mention that in 2016, when I was planning professional wrestling entertainment events for the revival of international sports in Pakistan, my top focus was on safety concerns of international standards. At that time, I prepared a global standard safety checklist for every sports event, whether local or international, which I consider very important. In my view, the following safety principles must be mandatory for every sport.


Each of these tragedies reinforces one fact: sports without safety is negligence disguised as competition.


To prevent repeats of such incidents, every sporting event—whether local, national, or international—must adopt a universal safety framework:


1. Comprehensive Risk Assessment – Evaluate the specific dangers of the sport (concussions in boxing, blackouts in freediving, dehydration in marathons).



2. Qualified Medical Team – Presence of certified doctors, paramedics, and sport-specific specialists (neurologists for combat sports, diving physicians for aquatic events).



3. Emergency Equipment On-Site – Hyperbaric chambers, defibrillators, oxygen kits, and ambulances stationed at the venue.



4. Institutional Coordination – Local hospitals and trauma centers pre-alerted and integrated into the event’s emergency response plan.



5. Athlete Medical Screening – Pre-competition fitness certifications, including heart and brain scans for high-risk sports.



6. Clear Communication Protocols – Public and immediate updates on incidents to ensure transparency and accountability.



7. Mandatory Safety Drills – Organizers, staff, and medical teams must rehearse emergency procedures before the competition begins.



8. Independent Safety Officers – Neutral experts authorized to halt an event if safety standards are compromised.



9. Insurance and Welfare Guarantees – All athletes, staff, and officials covered for injuries, accidents, or long-term consequences.



10. Fan and Official Safety – Secure crowd management, emergency exits, and evacuation plans to protect spectators and staff.




In Pakistani sports, there is a particular need to adopt international standards.


For Pakistan, where sports are struggling to revive their international stature, the lesson is clear. Before issuing any NOC (No Objection Certificate) to organizers of domestic or international events, federations and authorities must:


Conduct a safety audit based on the above checklist.


Ensure compliance with international medical and security protocols.


Demand proof of emergency facilities, insurance, and coordination with local authorities.


Establish an independent monitoring cell within the Pakistan Sports Board to certify safety compliance.



The lives of athletes, fans, and officials must never be gambled for short-term glory or political gains. Every tragedy diminishes trust, while every precaution strengthens the culture of sportsmanship.


Sports federations exist not just to produce champions, but to protect them. Safety is not an accessory—it is the very foundation on which the future of sports must stand.

میڈلز، ٹرافیاں اور ریکارڈز سے بڑھ کر کھیلوں کی بنیاد کھلاڑیوں کی حفاظت ہے۔ کھلاڑی صرف مقابلے میں حصہ لینے والے نہیں ہوتے بلکہ وہ انسان ہیں جو اپنی زندگیاں اس کھیل کو دیتے ہیں، شائقین کو محظوظ کرتے ہیں اور اپنے ملک کا نام روشن کرتے ہیں۔ جب ان کی حفاظت کو خطرہ لاحق ہو جائے تو کسی بھی مقابلے کی ساکھ ختم ہو جاتی ہے۔


حال ہی میں CMAS سیماس فری ڈائیونگ ورلڈ چیمپئن شپ، مائٹکاس (یونان) میں یہ حقیقت خوفناک انداز میں سامنے آئی۔ روسی فری ڈائیور اینڈرے متوینکو نے گہرائی میں ڈائیو کے بعد بلیک آؤٹ کا سامنا کیا اور شدید نیورولوجیکل مسائل کا شکار ہوگئے۔ وہاں فوری طور پر ہائپربیرک چیمبر دستیاب نہ تھا، اسپتال پہنچانے میں تاخیر ہوئی اور فیڈریشن کی جانب سے شفاف اطلاع نہ دینے نے صورتحال کو مزید خطرناک بنا دیا۔ کئی صف اول کے کھلاڑیوں نے اس کے بعد احتجاجاً چیمپئن شپ سے دستبرداری اختیار کی اور یہ پیغام دیا: زندگی خطرے میں ڈال کر جیتنے والا کوئی میڈل قبول نہیں۔


یہ کوئی پہلا واقعہ نہیں۔ ماضی میں کئی کھیلوں نے ایسی تلخ یادیں دیں:


باکسنگ میں 1982 میں جنوبی کوریا کے فائٹر کم ڈک کو کی ری مینچینی کے ساتھ فائٹ کے بعد موت نے دنیا کو ہلا دیا۔ اس سانحے نے قوانین میں تبدیلیاں کرائیں، فائٹ راؤنڈز کم کیے گئے اور میڈیکل نگرانی سخت کی گئی۔ پاکستان میں بھی کئی بار باکسنگ کے کھلاڑی متاثر ھو چکے ھیں جبکہ ایک بہترین باکسرز کی موت بھی واقع ھو چکی ھے۔ 


ایم ایم اے (Mixed Martial Arts) میں متعدد فائٹرز دماغی چوٹوں کا شکار ہوئے۔ 2016 میں ڈبلن میں جواؤ کاروالو کی موت نے آئرلینڈ میں حفاظتی پروٹوکولز کو ازسر نو ترتیب دینے پر مجبور کیا۔


ویٹ لفٹنگ اور ریسلنگ جیسے کھیلوں میں بھی کھلاڑی اوور ایکسرشن، ڈی ہائیڈریشن یا ممنوعہ ادویات کے باعث بے ہوش یا جان لیوا حالت میں پہنچے، لیکن اکثر فوری طبی سہولت نہ مل سکی۔



یہ تمام واقعات ہمیں یاد دلاتے ہیں کہ حفاظت کے بغیر کھیل دراصل غفلت ہے، مقابلہ نہیں۔


یہاں میں یہ بھی بتاتا چلوں کہ 2016 میں جب پاکستان میں بین الاقوامی کھیلوں کی بحالی کے لئے پروفیشنل ریسلنگ انٹرٹیمنٹ کے ایونٹس کے کیلئے پلان بنا رہا تھا تو  سب سے زیادہ فوکس علمی معیار کی حفاظتی خدشات کو سب سے زیادہ اہمیت دی اور اس وقت  کھیلوں کے ہر ایونٹ کے لیے عالمی حفاظتی چیک لسٹ مرتب کی جو ہر ایونٹ کے لئے چاہے مقامی ہو یا عالمی، کے لیے درج ذیل حفاظتی اصول لازمی ہونے چاہئیں:


1. مکمل رسک اسیسمنٹ – کھیل کے مطابق خطرات کی جانچ (باکسنگ میں کنکشنز، فری ڈائیونگ میں بلیک آؤٹ وغیرہ)۔



2. ماہر میڈیکل ٹیم – سرٹیفائیڈ ڈاکٹرز، پیرا میڈکس اور کھیل کے مطابق ماہرین (جیسے نیورولوجسٹ یا ڈائیونگ فزیشن)۔



3. ایمرجنسی ساز و سامان – ہائپربیرک چیمبر، آکسیجن کٹس، ایمبولینس اور ڈیفبریلیٹر کا ایونٹ میں ہونا۔



4. اداروں کا باہمی رابطہ – مقامی اسپتالوں اور ٹراما سینٹرز کو پہلے سے الرٹ کرنا۔



5. کھلاڑیوں کی میڈیکل اسکریننگ – مقابلے سے قبل فٹنس سرٹیفکیٹ، دل اور دماغ کے ٹیسٹ خاص طور پر خطرناک کھیلوں کے لیے۔



6. واضح کمیونیکیشن پروٹوکولز – حادثے یا واقعے پر فوری اور شفاف اطلاع۔



7. سیفٹی ڈرلز – ایونٹ سے پہلے تمام عملہ اور میڈیکل ٹیم کی ایمرجنسی مشقیں۔



8. آزاد حفاظتی افسران – ایسے ماہرین جو حالات خطرناک ہونے پر ایونٹ روک سکیں۔



9. انشورنس اور فلاحی ضمانتیں – کھلاڑیوں، عملے اور آفیشلز کے لیے حادثاتی اور طویل مدتی انشورنس۔



10. شائقین اور آفیشلز کی حفاظت – محفوظ انٹری و ایگزٹ، رش کنٹرول اور ایمرجنسی ایویکوایشن پلان۔




پاکستانی سپورٹس میں خاص طور پر عالمی معیار کو اپنانے کی ضرورت۔


پاکستان کے لیے، جہاں کھیل عالمی سطح پر اپنی ساکھ دوبارہ قائم کرنے کے لیے جدوجہد کر رہے ہیں، یہ سبق بہت واضح ہے۔ کسی بھی NOC (نو آبجیکشن سرٹیفکیٹ) کے اجرا سے پہلے فیڈریشنز اور حکام کو چاہیے کہ:


حفاظتی آڈٹ کو لازمی قرار دیں۔


بین الاقوامی میڈیکل اور سکیورٹی پروٹوکولز کی تعمیل یقینی بنائیں۔


ایمرجنسی سہولیات، انشورنس اور ادارہ جاتی تعاون کے ثبوت طلب کریں۔


پاکستان اسپورٹس بورڈ میں ایک آزاد مانیٹرنگ سیل قائم کریں جو ہر ایونٹ کی حفاظت کی توثیق کرے۔



کھلاڑیوں، شائقین اور آفیشلز کی زندگی کو وقتی شہرت یا سیاسی فوائد پر قربان نہیں کیا جا سکتا۔ ہر سانحہ کھیلوں سے اعتماد کم کرتا ہے جبکہ ہر حفاظتی قدم کھیلوں کی اصل روح کو مضبوط کرتا ہے۔


فیڈریشنز کی اصل ذمہ داری صرف چیمپئن پیدا کرنا نہیں بلکہ ان کی حفاظت کو یقینی بنانا ہے۔ حفاظت کوئی اضافی پہلو نہیں بلکہ کھیلوں کی بنیاد ہے۔
