Compliance with Anti-Doping Rules… Pakistan’s Global Reputation Restored

At last, the moment of deep concern for Pakistan’s sporting world has passed. The news that Pakistan has been removed from the Watch List of the World Anti-Doping Agency (WADA) is not only a sigh of relief but also a new dawn for the future of our sports. This is the same list in which countries are placed when they fail to comply with WADA’s rules and regulations.

It must be remembered that in September 2024, WADA placed Pakistan’s Anti-Doping Organization (ADOP) on the Watch List due to government interference and failure to meet international compliance standards. WADA had issued a stern warning that if reforms were not implemented by February 2025, Pakistani athletes would not be allowed to compete in international competitions under their national flag. This was nothing short of a nightmare scenario for Pakistan. Ironically, ADOP Pakistan had performed exceptionally well during 2024, conducting multiple dope tests and upholding transparency and sporting ethics, but unfortunately, the interference of a few self-styled “Platonic advisors” weakened the institution.

Credit Where It’s Due

The credit must go to the leadership of the Pakistan Sports Board and the Ministry of Inter-Provincial Coordination (IPC) who understood the gravity of the matter and took timely, strategic decisions. Their actions are proof that when the intent is sincere and the vision is clear, even the toughest of challenges can be overcome.

Director General of Pakistan Sports Board Yasir Pirzada and the Secretary Sports played an extraordinary role. To ensure full compliance with WADA, earlier committees were dissolved, and assurances were given that the anti-doping body would now function as a completely independent and autonomous institution.

In this context, ADOP has now been officially transformed into the Pakistan Anti-Doping Board (PADB) — a new independent identity, free from government, Olympic Association, or federation interference. This structural shift is aimed at strengthening transparency and credibility in line with international best practices.

Role of Dr. Quratul Aein

A very special mention must be made of Dr. Quratul Aein, who played a pivotal role by coordinating with WADA and scripting the necessary constitutional amendments. Her tireless efforts and professional contributions have been central to this milestone achievement and the rebirth of PADB as a credible institution.

The Next Step — Restoration of RADOCA Membership

While removal from the Watch List is a significant achievement, the journey is far from over. The next vital step for Pakistan is the restoration of its membership in the Regional Anti-Doping Organization for Central Asia (RADOCA), which was suspended earlier this year. Regaining this membership will allow Pakistan to fully integrate into regional and global anti-doping structures, further strengthening PADB’s institutional framework.

A Decisive Moment

Reliable sources confirm that three names (Q, Kh, S) have been shortlisted for the position of PADB’s Chief Executive. The final decision now rests with the Prime Minister. If merit truly prevails, this will mark one of the most transparent steps in Pakistan’s sporting history. But if traditional favoritism or lobbying wins, this opportunity will be lost, and there is a real danger that Pakistan could once again find itself back on the Watch List.

The Way Forward

This is a decisive moment for Pakistan’s sporting future. Upholding merit, transparency, and strict compliance with WADA rules will not only rebuild athletes’ confidence but also elevate Pakistan’s global reputation. It is now our collective responsibility to ensure this culture of fairness and integrity continues, while also strictly discouraging and eliminating the use of prohibited substances. Only then can Pakistani athletes truly compete with their heads held high on the world stage.

ڈوپنگ قوانین کی پاسداری۔۔۔ پاکستان کا عالمی وقار بحال

آخرکار وہ گھڑی ٹل گئی جس نے پاکستان کی کھیلوں کی دنیا کو ایک گہری تشویش میں مبتلا کر رکھا تھا۔ عالمی اینٹی ڈوپنگ ایجنسی (WADA) کی اُس واچ لسٹ سے پاکستان کے نکلنے کی خبر نہ صرف ایک اطمینان بخش لمحہ ہے بلکہ ہمارے کھیلوں کے مستقبل کے لیے ایک نئی صبح کی نوید بھی ہے۔ یہ وہ لسٹ ہے جس میں اُن ممالک کو شامل کیا جاتا ہے جو واڈا کے قوانین کی پاسداری نہیں کرتے۔

یاد رہے کہ ستمبر 2024 میں واڈا نے پاکستان کی اینٹی ڈوپنگ آرگنائزیشن (ADOP) کو حکومتی مداخلت اور عالمی معیار پر پورا نہ اترنے کی وجہ سے واچ لسٹ میں ڈال دیا تھا۔ سخت عندیہ دیا گیا تھا کہ اگر فروری 2025 سے پہلے اصلاحات نہ کی گئیں تو پاکستانی کھلاڑیوں کو بین الاقوامی کھیلوں میں اپنے قومی پرچم کے ساتھ شرکت کی اجازت نہیں دی جائے گی۔ یہ صورتحال پاکستان کے کھیلوں کے لیے کسی بڑے دھچکے سے کم نہ تھی۔ حالانکہ 2024 میں ADOP نے شاندار کارکردگی دکھائی، کئی کھلاڑیوں کے ڈوپ ٹیسٹ کیے اور شفافیت و اخلاقی اقدار کو اجاگر کیا، لیکن بدقسمتی سے چند خودساختہ ’’افلاطونی مشیروں‘‘ کی وجہ سے حکومتی مداخلت شروع ہوگئی جس سے ادارے کی خودمختاری خطرے میں پڑ گئی۔

اداروں کو خراج تحسین

اس موقع پر پاکستان اسپورٹس بورڈ اور وزارتِ بین الصوبائی رابطہ کے رہنماؤں کو خراج تحسین پیش کرنا ضروری ہے جنہوں نے حالات کی سنگینی کو بھانپتے ہوئے بروقت اور مؤثر فیصلے کیے۔ ان کے اقدامات نے یہ ثابت کیا کہ اگر نیت صاف اور وژن درست ہو تو بڑے سے بڑا مسئلہ بھی حل ہو سکتا ہے۔

ڈی جی پاکستان اسپورٹس بورڈ یاسر پیرزادہ اور سیکریٹری اسپورٹس نے غیر معمولی کردار ادا کیا۔ واڈا کے قوانین پر عمل درآمد کو یقینی بنانے کے لیے پرانی کمیٹیوں کو تحلیل کر دیا گیا اور اس بات کی یقین دہانی کرائی گئی کہ آئندہ اینٹی ڈوپنگ ادارہ ایک مکمل آزاد اور خودمختار بورڈ ہوگا۔ اسی تناظر میں ADOP کا نام تبدیل کر کے ’’پاکستان اینٹی ڈوپنگ بورڈ (PADB)‘‘ رکھ دیا گیا ہے تاکہ ادارے کو نئی شناخت اور مکمل خودمختاری حاصل ہو۔

ڈاکٹر قرۃ العین کا کردار

اس موقع پر ایک اہم اور قابلِ قدر نام ڈاکٹر قرۃ العین کا بھی ہے، جنہوں نے واڈا کے ساتھ مسلسل رابطہ قائم رکھا اور آئینی ترامیم کی تدوین میں کلیدی کردار ادا کیا۔ ان کی انتھک محنت اور پیشہ ورانہ خدمات پاکستان کے عالمی وقار کی بحالی میں سنگِ میل ثابت ہوئیں۔

اگلا مرحلہ — RADOCA رکنیت کی بحالی

اگرچہ واچ لسٹ سے نکلنا ایک بڑی کامیابی ہے، مگر سفر ابھی مکمل نہیں ہوا۔ اگلا بڑا قدم یہ ہے کہ پاکستان ریجنل اینٹی ڈوپنگ آرگنائزیشن فار سینٹرل ایشیا (RADOCA) کی رکنیت بحال کرے، جس سے پاکستان کی رکنیت رواں سال کے اوائل میں معطل کر دی گئی تھی۔ اس رکنیت کی بحالی پاکستان کو خطے اور عالمی سطح پر مکمل انضمام فراہم کرے گی اور PADB کے ادارہ جاتی ڈھانچے کو مزید مضبوط بنائے گی۔

فیصلہ کن مرحلہ

باوثوق ذرائع کے مطابق PADB کے سربراہ کے لیے تین نام (ق، خ، س) شارٹ لسٹ ہو چکے ہیں۔ حتمی فیصلہ وزیرِاعظم کریں گے۔ اگر یہ فیصلہ واقعی میرٹ کی بنیاد پر کیا گیا تو یہ پاکستان کی کھیلوں کی تاریخ کا سب سے شفاف قدم ہوگا۔ لیکن اگر روایتی سفارشی کلچر غالب آگیا تو یہ قیمتی موقع ضائع ہو جائے گا اور پاکستان دوبارہ واچ لسٹ میں جا سکتا ہے۔

آگے کا راستہ

یہ لمحہ پاکستان کے کھیلوں کے مستقبل کے لیے فیصلہ کن ہے۔ شفافیت، میرٹ اور واڈا قوانین کی مکمل پاسداری سے نہ صرف کھلاڑیوں کا اعتماد بحال ہوگا بلکہ عالمی سطح پر پاکستان کا وقار بھی بلند ہوگا۔ ہماری اجتماعی ذمہ داری ہے کہ ہم اصول پسندی اور شفافیت کی اس روایت کو آگے بڑھائیں اور ممنوعہ ادویات کے استعمال کو جڑ سے ختم کریں تاکہ ہمارے کھلاڑی ہر میدان میں سر اٹھا کر کھیل سکیں۔
