نیشنل گیمز میں تنازعات — پاکستان اسپورٹس کے نظام کی جڑوں میں بیٹھا ہوا بحران

کراچی میں جاری 35ویں نیشنل گیمز ایک بار پھر وہی پرانے سوالات اور تنازعات دہرا رہے ہیں جو گزشتہ ایک دہائی سے پاکستان کے کھیلوں کی ترقی کے راستے میں سب سے بڑی رکاوٹ بنے ہوئے ہیں۔ پاکستان اسپورٹس بورڈ  کی جانب سے سیکریٹری اسپورٹس سندھ کو لکھا گیا تازہ خط اسی تلخ حقیقت کی یاد دہانی ہے کہ ہمارے کھیلوں کا نظام آج بھی اختیارات کی جنگ، متوازی گروپوں، مفاداتی ٹولوں اور ناقص گورننس کے شکنجے میں پھنسا ہوا ہے۔

غیر منظور شدہ اداروں کے ذریعے ایونٹس، پی ایس بی کا سخت مؤقف

پی ایس بی نے واضح کیا ہے کہ نیشنل گیمز کے کئی ایونٹس وہ ادارے یا افراد کرا رہے ہیں جنہیں نہ پی ایس بی تسلیم کرتا ہے نہ متعلقہ بین الاقوامی فیڈریشنز۔

خاص طور پر:

ویٹ لفٹنگ کا ایونٹ ایک معطل شدہ گروہ (جبران بن سلمان) کے ذریعے کروایا جا رہا ہے، جس کا نہ پی ایس بی سے تعلق ہے نہ انٹرنیشنل فیڈریشن اسے تسلیم کرتی ہے۔

بیس بال میں فخر شاہ — جنہیں پی ایس بی نے مسلسل خلاف ورزیوں پر بین کر رکھا ہے — ایونٹ آرگنائزنگ میں مبینہ طور پر شامل ہیں۔

باڈی بلڈنگ میں پی ایس بی نے حالیہ کرائے گئے انتخابات (صدر طارق حسن، سیکریٹری سہیل انور) کو قانونی فیڈریشن قرار دیا ہے، لیکن گیمز میں ایونٹ کرانے کا اختیار ایک غیر منظور شدہ گروہ (طارق پرویز) کو دیا گیا ہے۔

ایتھلیٹکس بھی ایک غیر تسلیم شدہ کمیٹی کے ذریعے کرائی جا رہی ہے، جس پر  پی ایس بی نے شدید اعتراض اٹھایا ہے۔

پی ایس بی کے مطابق یہ صورتحال نہ صرف قوانین کی خلاف ورزی ہے بلکہ نیشنل گیمز کی شفافیت اور ساکھ کے لیے بھی بڑا خطرہ ہے۔

ویٹ لفٹنگ کی عبوری کمیٹی کا احتجاج — “غیر متعلقہ اور نااہل افراد ایونٹ تباہ کر دیں گے”

پاکستان ویٹ لفٹنگ فیڈریشن کی عبوری کمیٹی کے چیئرمین بریگیڈیئر (ر) زاہد اقبال نے بھی شدید ناراضی کا اظہار کرتے ہوئے کہا ہے کہ معطل شدہ فیڈریشن کے لوگ نہ صرف نااہل ہیں بلکہ قومی سطح کے ایونٹ کا معیار بھی خراب کر سکتے ہیں۔

ان کے مطابق:

مقرر کردہ افراد کے پاس قومی و بین الاقوامی سطح پر ریفری یا ٹیکنیکل عملے کی مہارت نہیں۔

“ایونٹ کی ساکھ غیر تربیت یافتہ، جانبدار اور مفاد پرست آفیشلز کے ہاتھوں متاثر ہوگی۔”

ضرورت اس بات کی ہے کہ انٹرنیشنل کیٹیگری 1 اور 2 ریفریز کو ایونٹ کے لیے مقرر کیا جائے، ورنہ عدالت سے رجوع کیا جائے گا۔

اصل مسئلہ—پی ایس بی اور پی او اے کی دہائیوں پر محیط جنگ

یہ معاملہ نیا نہیں۔ کھیلوں کے میدان میں سالوں سے دو اہم ادارے—

پاکستان اسپورٹس بورڈ پی ایس بی اور پاکستان اولمپک ایسوسی ایشن —

اختیارات کی رسہ کشی میں ایک دوسرے کو غیر مؤثر کرنے میں مصروف ہیں۔

سوال یہ ہے:

اگر پی او اے انٹرنیشنل اولمپک چارٹر کے سخت اصولوں کی پابندی کا دعویٰ کرتی ہے تو معطل شدہ ویٹ لفٹنگ فیڈریشن کو کیسے سپورٹ کیا جا رہا ہے؟

اگر پی ایس بی کھیلوں کے انتظامی معاملات میں مداخلت نہیں کرنا چاہتا، تو بعض فیڈریشنز کو اچانک الحاق اور بعض کو مستقل کمیٹیوں کے ذریعے چلانے کا فیصلہ کس اصول پر ہو رہا ہے؟

باڈی بلڈنگ کے معاملے میں پی ایس بی ایک گروپ کو تسلیم کرتا ہے، لیکن ویٹ لفٹنگ میں کمیٹی بناتا ہے…

تو پھر باکسنگ کے معاملے میں کیوں خاموشی ہے؟

کیوں نہیں وہی اصول اور وہی ضابطے یکساں طور پر لاگو کیے جاتے؟

یہ تضادات اور دوہرا معیار ہی پاکستان میں کھیلوں کی بربادی کی جڑ ہی۔

  دھائیوں سے جاری بحران — سیاسی مداخلت، سفارشی ثقافت اور نااہل افراد کی یلغار

گزشتہ ایک دہائی میں کھیلوں کا ڈھانچہ تباہی کے دہانے پر اس لیے پہنچا ہے کہ دونوں بڑے اداروں کے گرد چند ایسے افراد جمع ہو گئے ہیں:

جو سفارشی ہیں،

اداروں کے اندر جڑیں مضبوط کر چکے ہیں،

اور کھیلوں کی الف بے سے بھی واقف نہیں۔

یہ لوگ نہ صرف فیصلوں پر اثر انداز ہوتے ہیں بلکہ اہل کھلاڑیوں، محنتی کوچز اور تجربہ کار آفیشلز کو متوازی گروپوں اور انتقامی کارروائیوں کے ذریعے تقسیم بھی کر دیتے ہیں۔

یہی وجہ ہے کہ ہر بڑے ایونٹ — چاہے وہ قومی ہو یا بین الاقوامی — تنازعات کا شکار ہو جاتا ہے۔

کھیلوں کے اداروں میں تعینات کئی افسران اپنی بقا کے لیے نااہل سیاسی تعیناتیوں کے "تلوے چاٹنے" میں ہی مستقبل دیکھتے ہیں، جبکہ کھلاڑی پسِ منظر میں دھکیل دیے جاتے ہیں۔

کیا واقعی یہ محض اتفاق ہے؟ یا منظم بندر بانٹ؟

یہ سوال اپنی جگہ موجود ہے کہ:

آخر 2012 سے جاری بحران کا حل کیوں نہیں نکالا جاتا؟

ہر بار اگلے ایونٹ تک انتظار کیوں کیا جاتا ہے؟

حکومت اپنے آئینی اختیارات استعمال کیوں نہیں کرتی؟

پی او اے ایک طرف ایتھلیٹکس میں ڈوپنگ پر سختی دکھاتا ہے مگر ویٹ لفٹنگ پر خاموش کیوں ہے؟

پی ایس بی بیس بال کے فخر شاہ کے خلاف سختی تو کرتا ہے جبکہ سب سے تیزی سے ترقی کرتی ھوئی فیڈریشن ھے، مگر باکسنگ پر کیوں ہاتھ ہولا ہے؟

یہ سب فیصلے کسی اصول یا قانون کے تحت نہیں بلکہ ذاتی مفاد، تعلقات اور اندرونی جوڑ توڑ کے تحت ہوتے ہیں۔ اس کا سب سے زیادہ نقصان ان کھلاڑیوں کو ہوتا ہے جو زندگی بھر ایک موقع کی تلاش میں رہتے ہیں۔

نتیجہ — پاکستان سپورٹس کو نجات صرف حقیقی اصلاحات سے ملے گی

پاکستان میں اسپورٹس اس وقت تک ترقی نہیں کر سکتے جب تک:

پی ایس بی اور پی او اے ایک دوسرے کے اختیارات کا احترام نہیں کریں گے،

ایک شفاف، یکساں اور غیر جانبدار نظام نافذ نہیں ہوگا،

اور حکومتی سطح پر سیاسی مداخلت اور سفارشی ثقافت کا خاتمہ نہیں کیا جائے گا۔

دنیا فٹ فار لائف پروگرامز، اسپورٹس سائنس، اسپورٹس گورننس اور نوجوانوں کی ویلفیئر کی طرف بڑھ رہی ہے، جبکہ ہم اب تک یہ طے نہیں کر پا رہے کہ اصل فیڈریشن کون سی ہے اور معطل کون سا گروہ۔

یہ نظام اگر اب بھی اصلاحات نہ دیکھ سکا تو آنے والی نسلوں کے کھلاڑی بھی انہی تنازعات میں ضائع ہوتے رہیں گے۔

Pakistan Sports at War: PSB–POA Power Clash Threatens the Future of Athletics

The Pakistan Sports Board (PSB) has expressed serious concerns over the organization of certain events at the National Games through individuals or bodies that are neither recognized nor approved by the Board.

In a letter addressed to the Secretary Sports Sindh, PSB clearly stated that the organization overseeing the weightlifting event (i.e., “Jibran bin Salman”—previously headed by Hafiz Salman Butt) stands suspended by PSB and is also not recognized by the International Federation due to doping-related violations.

According to the letter:

“PSB has already constituted an interim committee headed by Brigadier (R) Zahid Iqbal and Colonel (R) Dr. Hafiz Zafar Iqbal, and this is the only legitimate authority authorized to manage weightlifting activities in Pakistan.”

Similarly, the Board pointed out that Fakhar Shah, associated with baseball, has been banned by PSB for repeated violations. His alleged involvement in organizing the baseball event could compromise the transparency of the National Games.

The letter further noted:

“The PSB Election Commission conducted the elections of the Pakistan Bodybuilding Federation on June 20, 2025, resulting in the election of Tariq Hassan (President) and Sohail Anwar (Secretary General). This is the legally recognized federation endorsed by PSB.

However, the bodybuilding event is being organized by an illegal and unapproved group led by Tariq Pervaiz, which is unacceptable.”

The Board also highlighted that the athletics event is being conducted by a separate, unauthorized committee, which contradicts national and international regulations.

PSB has requested:

“All these matters should be reviewed so that only legal, recognized, and authorized bodies/officials are entrusted with the responsibility of organizing their respective events.”

Meanwhile, the Chairman of the Pakistan Weightlifting Federation (PWLF) Interim Committee, Zahid Iqbal, also expressed grave dissatisfaction over events being conducted by the “suspended, incompetent, and irrelevant individuals” of the de-notified PWLF.

In his letter to the Secretary Sports Sindh and the Organizing Committee of the 35th National Games, he wrote that those appointed to supervise the weightlifting event by the suspended federation are “biased, unqualified, and irrelevant.”

He added:

“They lack the expertise required to organize a national-level event. The credibility of the event could be severely damaged by biased, incompetent, and self-serving referees.”

Zahid Iqbal emphasized:

“It is reiterated that only independent, high-standard, and experienced Technical Officials (TOs) with International Category 1 and 2 Referee Cards be appointed. Otherwise, we will be compelled to approach the competent authority or court to stop the event or ensure the deployment of neutral TOs.”

Analytical Commentary

It is a well-established fact that unless the Pakistan Sports Board (PSB) and Pakistan Olympic Association (POA) understand and respect each other’s authority, transparency, accountability, and integrity in sports administration will remain impossible.

When we review the PSB’s recent notification, it becomes evident that injustice, stubbornness, and egoistic power struggles on both sides have, for years, become the biggest tragedy of Pakistan’s sports system.

Surprisingly, while the POA openly supports a suspended weightlifting federation, PSB, on the other hand, grants affiliation in bodybuilding to a selected group instead of the internationally recognized federation.

Both actions are fundamentally flawed.

The world is moving toward Fit-for-Life programs, advanced sports governance, and athlete-centered development.

Yet we continue dividing our own athletes, hardworking coaches, and capable technical officials through parallel bodies, power politics, and petty administrative battles—which have now become the biggest obstacle to sports development in Pakistan.

Every major event—national or international—falls victim to the same recurring question:

Who is right, and who is wrong?

And the ongoing war between PSB and POA continues endlessly.

I am astonished that the Pakistan Olympic Association dares violate the International Olympic Charter, and equally surprised that the Pakistan Sports Board chooses to issue notices rather than assert its lawful authority.

Why is governmental power not exercised?

Why does every crisis get postponed until the next event?

Why has the conflict—originating in 2012—not been resolved till today?

Is this not a deliberate game of mutual convenience?

Thousands of talented athletes, coaches, and officials have been victimized by this tug-of-war.

What is even more shocking is that influential positions within governmental sports institutions are often handed over—through political patronage—to individuals who lack the most basic understanding of sports administration.

These “irrelevant appointees” manipulate the system for personal gain while misleading the authorities, resulting in the systematic marginalization of deserving professionals.

Where the Pakistan Sports Board must avoid unnecessary interference in federation matters, the POA must also explain:

If it can impose bans and form committees in athletics due to doping cases, why not in weightlifting?

And if PSB can suspend bodybuilding federations and impose committees on weightlifting, why is it silent on boxing?

How can PSB swiftly ban a rapidly progressing federation like baseball but hesitates to take a stand against boxing’s irregularities?

Under what transparent principles is this selective justice being carried out?

The real problem is not the federations—

It is the small group of incompetent, politically-backed, and self-serving individuals on both sides who shift loyalties like chameleons and have become a stain on Pakistan’s sports governance.

Their removal is essential.

Neither the POA nor the government seems genuinely interested in resolving these issues.

Every new office-bearer arrives with hope but surrenders within weeks to this entrenched network of vested interests, because solutions are pursued not for national benefit—but for personal advantage.
