پاکستان سٹوڈنٹس اولمپک: تنازع، وضاحت اور ذمہ داری کا تقاضا

پاکستان سٹوڈنٹس اولمپک ایک ایسا قومی ایونٹ ہے جس نے مختصر عرصے میں گراس روٹ اسپورٹس ڈویلپمنٹ کے میدان میں اپنی جگہ بنائی ہے۔ ہزاروں طلبہ ایتھلیٹس کو منظم مقابلوں کے ذریعے قومی دھارے میں لانا، انہیں اعتماد دینا اور مستقبل کے اولمپیئنز کے خواب دکھانا—یہ سب اس ایونٹ کی بنیادی روح ہے۔ یہی وجہ ہے کہ اس کے تیسرے سال میں داخل ہوتے ہی اس سے وابستہ توقعات بھی کہیں زیادہ بڑھ چکی ہیں۔

حالیہ دنوں میں پاکستان اسپورٹس بورڈ کی جانب سے جاری کیے گئے نوٹیفیکیشن نے اس ایونٹ کو غیر یقینی صورتحال سے دوچار کر دیا۔ نوٹیفیکیشن میں پاکستان سٹوڈنٹس اولمپک سے اظہارِ لاتعلقی اور اجازت نہ دینے کا ذکر سامنے آیا، جس پر آرگنائزرز اور کھلاڑیوں میں شدید تشویش پائی جاتی ہے، خاص طور پر اس لیے کہ ہزاروں ایتھلیٹس اپنی تیاری مکمل کر چکے ہیں اور پورے ملک سے آفیشلز اسلام آباد پہنچنے کے لیے تیار تھے۔

آرگنائزرز کے مطابق، وہ ہر سال پاکستان اسپورٹس بورڈ کو وینیوز کے استعمال کی مد میں باقاعدہ فیس ادا کرتے رہے ہیں، رواں سال بھی درخواست کے ساتھ ایڈوانس چیک جمع کروایا جا چکا ہے۔ پاکستان سٹوڈنٹس اولمپک کے صدر مقبول ارائیں کا کہنا ہے کہ ان کی تنظیم بین الاقوامی سٹوڈنٹس اولمپک کی ایفیلی ایٹ ممبر ہے اور پاکستان اسپورٹس سے الحاق کے لیے بھی ابتدا ہی سے درخواست دی جا چکی ہے۔ ان کا مؤقف ہے کہ وہ ہمیشہ پاکستان اسپورٹس بورڈ کی پالیسی کے مطابق چلتے آئے ہیں اور اسی اعتماد کی بنیاد پر ہر سال پاکستان اسپورٹس کمپلیکس کو وینیو کے طور پر منتخب کیا جاتا رہا ہے۔

دوسری جانب، پاکستان اسپورٹس بورڈ کے موقف سے باخبر ذرائع کا کہنا ہے کہ بورڈ نے پاکستان سٹوڈنٹس اولمپک کو مکمل طور پر روکنے کا فیصلہ نہیں کیا۔ ذرائع کے مطابق، پاکستان اسپورٹس بورڈ لیاقت جمنازیم اور ایتھلیٹکس ٹریک کے علاوہ تمام وینیوز فراہم کرنے کے لیے تیار ہے۔ ایتھلیٹکس ٹریک اس وقت انسپکشن کے مرحلے میں ہے، جو متوقع طور پر ایونٹ سے قبل مکمل ہو جائے گی، اور امید ظاہر کی جا رہی ہے کہ اس حوالے سے بھی کوئی مثبت پیش رفت ممکن ہو سکے گی۔

اسی طرح لیاقت جمنازیم میں ایک اور ایونٹ متوقع ہونے کی وجہ سے شیڈولنگ کا مسئلہ درپیش ہے، جس کے پیش نظر پاکستان اسپورٹس بورڈ نے راڈم  (Rodam) ہال ک متبادل وینیو کے طور پر دینے پر غور کیا ہے۔ بورڈ ذرائع کے مطابق، یہ تمام اقدامات انتظامی مجبوریوں کے تحت کیے جا رہے ہیں، نہ کہ کسی ایونٹ یا تنظیم کی حوصلہ شکنی کے لیے۔

یہ صورتحال اس امر کی متقاضی ہے کہ دونوں فریق—پاکستان اسپورٹس بورڈ اور پاکستان سٹوڈنٹس اولمپک کے آرگنائزرز—کھلے دل اور شفاف مکالمے کے ذریعے معاملات کو فوری طور پر طے کریں۔ کھیلوں کے نظام میں اختلافِ رائے فطری ہو سکتا ہے، مگر اس کا خمیازہ کھلاڑیوں کو بھگتنا پڑے، یہ کسی صورت قابلِ قبول نہیں۔

حقیقت یہ ہے کہ پاکستان میں اسپورٹس پہلے ہی وسائل، توجہ اور نتائج کے بحران سے گزر رہی ہے۔ ایسے میں جو پلیٹ فارمز گراس روٹ لیول پر ٹیلنٹ کو موقع دے رہے ہیں، انہیں انتظامی الجھنوں میں الجھانے کے بجائے سہولت فراہم کرنا ریاستی اداروں کی ذمہ داری ہے۔ اسی طرح آرگنائزرز پر بھی لازم ہے کہ وہ تمام پالیسی اور تکنیکی تقاضوں کو تحریری طور پر واضح کروائیں تاکہ مستقبل میں کسی قسم کی ابہام پیدا نہ ہو۔

ضرورت اس امر کی ہے کہ پاکستان اسپورٹس بورڈ فوری طور پر واضح، تحریری اور حتمی فیصلہ سامنے لائے، تاکہ ہزاروں ایتھلیٹس ذہنی سکون کے ساتھ میدان میں اتر سکیں۔ کھیلوں کی ترقی تصادم سے نہیں، تعاون سے ممکن ہوتی ہے۔

Pakistan Students Olympic: Controversy, Clarification, and the Demand for Responsibility

The Pakistan Students Olympic is a national event that, in a short span of time, has carved out a distinct space in the field of grassroots sports development. Bringing thousands of student-athletes into the national mainstream through organized competitions, building their confidence, and inspiring dreams of becoming future Olympians—this is the core spirit of the event. It is precisely for this reason that, upon entering its third year, expectations associated with it have risen significantly.

In recent days, a notification issued by the Pakistan Sports Board (PSB) has pushed the event into a state of uncertainty. The notification referred to disassociation from and non-approval of the Pakistan Students Olympic, which has caused serious concern among organizers and athletes alike—particularly because thousands of athletes have already completed their preparations, and officials from across the country were ready to travel to Islamabad.

According to the organizers, they have been regularly paying the prescribed venue usage fees to the Pakistan Sports Board every year. This year as well, an advance cheque has already been submitted along with the application. The President of the Pakistan Students Olympic, Maqbool Arain, states that his organization is an affiliated member of the International Students Olympic and that an application for affiliation with Pakistan Sports has also been submitted from the very beginning. His stance is that they have consistently followed Pakistan Sports Board policies, and it is on the basis of this mutual trust that the Pakistan Sports Complex has been selected as the venue every year.

On the other hand, sources familiar with the Pakistan Sports Board’s position say that the Board has not decided to completely stop the Pakistan Students Olympic. According to these sources, the Pakistan Sports Board is ready to provide all venues except Liaquat Gymnasium and the athletics track. The athletics track is currently undergoing an inspection process, which is expected to be completed before the event, and there is hope that some positive development may also be possible in this regard.

Similarly, due to the likelihood of another event at Liaquat Gymnasium, a scheduling conflict has arisen. In view of this, the Pakistan Sports Board is considering offering Rodam Hall as an alternative venue. Board sources maintain that all these measures are being taken due to administrative constraints, not with the intention of discouraging or undermining any event or organization.

This situation calls for both parties—the Pakistan Sports Board and the organizers of the Pakistan Students Olympic—to resolve the matter promptly through open, transparent, and constructive dialogue. Differences of opinion may be natural within a sports system, but it is unacceptable for athletes to bear the consequences of such disputes.

The reality is that sports in Pakistan is already facing a crisis of resources, attention, and results. In such circumstances, platforms that are providing opportunities to talent at the grassroots level should be facilitated rather than entangled in administrative complications—it is the responsibility of state institutions to do so. At the same time, organizers must also ensure that all policy and technical requirements are clearly documented in writing, so that no ambiguity arises in the future.

There is an urgent need for the Pakistan Sports Board to present a clear, written, and final decision without delay, so that thousands of athletes can step into the arena with peace of mind. The development of sports is not achieved through confrontation, but through cooperation.
