This is not merely a case of individual violations—it is the exposure of a deeply rooted, systemic failure within the Pakistan Weightlifting Federation (PWF).
A System Built on Illegality
The lifetime bans imposed on former PWF President Hafiz Imran Butt and national coach Irfan Butt are unprecedented in Pakistan’s sporting context. The findings of the CAS ADD confirm violations under Article 2.8 of the IWF Anti-Doping Rules—administration of prohibited substances, including to minor athletes.
This is not negligence. This is organized malpractice.
The ITA’s investigation—conducted under the codename Operation JASMINE—clearly establishes that doping in Pakistan weightlifting was not incidental but institutionalized, spanning from 2014 to 2016, with long-term consequences still surfacing today.
